When you need an assessment

Most rural development in Victoria needs an environmental report.

It's worth knowing whether you actually need one before you commit to a build or a sale. Here are the most common triggers — if any of them apply, talk to us early. A two-week head start can save months of permit delays.

Building or extending in a Bushfire-Prone Area

Most of the Central Highlands sits inside the BMO. A BAL assessment is required before a building permit can be issued — and the rating determines the construction standard you'll need to build to.

Subdividing or developing rural land

Councils almost always require a native vegetation assessment before approving subdivision. Get it done early — the result shapes lot layout, road placement and offset costs.

Selling rural property

Buyers and their lenders increasingly want a BAL rating and a vegetation report before settlement. Having one ready can be the difference between a clean sale and a six-week delay.

Insurance, council compliance or Section 173

Initial brief

A short call to understand the property, the project, and what trigger has brought you to us — building permit, subdivision, sale, insurance request. We scope the assessment, confirm timing and provide a fixed-fee quote before anything starts.

Site visit

On-site inspection by a qualified consultant. Vegetation surveyed and mapped, bushfire hazards measured against the property and proposed works, photographs and measurements taken to support the report. Typically half a day on site for a standard residential property.

Assessment report

A full written report prepared to Victorian regulatory standards — maps, photographs, ratings, recommendations and the supporting evidence. Drafted to be both regulator-ready and useful to you, your builder or your planner.

Compliance & lodgement

We hand the report to you or, if preferred, lodge directly with council. We're available afterwards to respond to RFIs, attend planning meetings, or revise scope if the project changes. The job isn't done until the permit is in your hand.

How long does an environmental assessment take?
From engagement to final report, a standard residential BAL assessment typically takes two to three weeks — about a week to schedule the site visit and a further week or two for the report. Larger jobs (subdivisions, full vegetation assessments, multi-site reports) usually run three to six weeks. Urgent turnaround is possible where the brief is well-scoped — talk to us early and we'll tell you honestly what's achievable.
Do I need an assessment for a building permit?
If the property sits inside a Bushfire-Prone Area (BPA) or the Bushfire Management Overlay (BMO) — which covers most of the Central Highlands — yes. A BAL assessment must accompany the building permit application, and the resulting rating dictates the construction standard the builder will need to follow. If your site falls inside a Vegetation Protection Overlay or has remnant native vegetation, you'll also likely need a native vegetation assessment.
What are BAL ratings and which one will I need?
BAL stands for Bushfire Attack Level — a measure of the bushfire risk a building site is exposed to. There are six ratings: BAL-LOW, BAL-12.5, BAL-19, BAL-29, BAL-40 and BAL-FZ (Flame Zone). The rating is determined by vegetation type, slope, distance from hazards and Fire Danger Index. Higher ratings require more substantial construction standards (window glazing, ember protection, materials), so the rating directly affects build cost. The only way to know your rating is a site-specific assessment.
What are native vegetation offset requirements?
If a project requires removal of native vegetation, Victorian regulations typically require the impact to be offset — either by securing equivalent biodiversity values elsewhere or by paying into the state's offset scheme. The offset is calculated using a habitat hectare (HH) score that captures both the area and the ecological quality of what's being removed. We calculate the score, advise on options (general offsets vs first-party offsets) and prepare the supporting documentation.
